Procurement Advisor – (Inside IR35)

Contract Term: 3 Months (potential extension)

Contracting Authority: Department for Digital, Culture Media & Sport

Location: London or Manchester 2 -3 days per week

As Procurement Advisor your main responsibilities will be to;

  • Provide professional procurement advice and assist the Head of Commercial to provide a framework that enables the department/team meets any and all central government requirements, achieve best value and effectively manage risk for third-party goods and services.
  • Manage consistent commercial policies and procurement processes across the Department in line with Managing Public Money.
  • Lead on procurements on varying complexity, sometimes against tight timelines in line with Public Procurement Regulations. Interacting with the relevant business areas (or ALB’s) on progress and requirements.
  • Be able to support on other procurement operations concurrently when required.
  • Provide clear and concise commercial advice to seniors and external stakeholders, when required.
  • Engage and influence stakeholders across the department and wider NDPB community so that they support the commercial strategy and visibly commit to its successful implementation.
  • Advise and undertake Contract Management activities.
  • Lead on implementing and drafting Memorandums of Understanding, licences and other agreements as required.
  • Input to and follow the governance/assurance protocols for procurements.
  • Effectively manage and work with the department’s core Commercial Team with a high degree of technical competence.

Essential

  • Active CTC or SC clearance
  • Dynamic professional with an ability to handle multiple procurement strands and commercial activities with multiple, varied stakeholders concurrently.
  • Have a demonstrable track record of delivering value for money across a range of procurement projects and categories, ideally managing high turnover, small value, professional services procurements.
  • Be a proficient procurement professional with relevant applied and/or theoretical knowledge, in management process development and implementation, category management, strategic sourcing, supplier relationship development and performance management, specification, report and recommendation writing.
  • Evidence of confidence in providing commercial advice to senior teams and external stakeholders.
  • Significant working at pace experience.
  • Exceptional knowledge of the Public Contracts Regulations 2015 and an understanding of their application.
  • Have practical experience of managing varied procurement operations working in a corporate procurement environment.
  • Sophisticated understanding and experience of government frameworks.

Desirable

  • Demonstrable Contract Management experience.
  • Have or working toward MCIPS/MRICS professional qualification or equivalent.
  • Ability to challenge and hold stakeholders to account, create an environment that acts as a catalyst for continuous improvement.
  • DDaT Category experience.
