Background:

This role is required to manage and support programme demand, providing technical and non-functional SME expertise across a range of NHS Digital programmes including Spine, NHSmail, GP IT Futures, CIS, EPS Programmes, API Management as well as critical COVID-19 related work.

The role will form part of the Solution Assurance Senior Management Team and key deliverables over the 6-month duration are:

• Leadership and management of a cell-based team of predominantly test and assurance resources, both internal to Solution Assurance and working across the business.
• Provision of cross-programme leadership and forging effective working relationships across senior levels of the organisation, representing Solution Assurance at Delivery and Programme Boards.
• Management of test and assurance service provision across NHS Digital.
• Working on complex architectures and technical solutions (e.g. Cloud based) from a non-functional risk perspective.
• Management of agile testing and assurance processes and methods for non-functional testing and assurance.
• Utilising various tools and methods for the automation of volume and performance testing to enable the design of strategic non-functional tool strategies and assurance approaches.
• Using quality maturity models and quality standards such as the ISO9000 series as well as risk models to improve test capabilities.
• Working across the breadth of heath care informatics systems and the technology used, such as:

• messaging and data exchange essentials such as HL7, HTTP, SOAP, XML, FHIR and JSON.
• secure Cloud services and integrated infrastructure.
• operating systems such as Ubuntu LINUX / Windows.
• database technologies such as Postgres, Riak and Oracle.
• network architecture such as LAN/WAN/SAN.
• querying technologies such as SQL and Erlang.

Essential:

• Educated to master’s degree level, or equivalent higher education qualification or an equivalent level of experience
• ISEB/ISTQB Software Testing Practitioners Certificate/Certified Tester Advanced Level, or equivalent recognised qualification and equivalent level of experience
• Demonstrable knowledge of pan-programme planning and change impact concepts, along with programme and delivery risk and issue management and dependency mapping
• Highly developed specialist knowledge and experience of complex architectures and technical solutions (e.g. Cloud based) from a non-functional risk perspective
• Expert knowledge of agile testing and assurance processes and methods for non-functional testing and assurance.
• Expert knowledge of tools and methods for the automation of volume and performance testing to enable the design of strategic non-functional tool strategies.
• Expert knowledge and understanding of the concepts of technical risk management for current and future technical solutions (such as machine learning and AI)
• Expert knowledge of the principles and practice of quality maturity models and quality standards such as the ISO9000 series and risk models to improve test capabilities
• Expert knowledge of non-functional testing including Volume and Performance, and Ready for Operations in a large scale, multiple component delivery context;
  Specialist understanding of overall technological landscapes, evolving requirements, technology and trends
• Proven ability to design and lead implementation of non-functional test frameworks in complex technological environments

• Ability to design and lead implementation of maturity frameworks, assess complex risk and lead development of assurance approaches.
• Proven ability to provide detailed advice regarding the application and execution of test, automation, process and technical risk management strategies
• Experience of successfully leading non-functional assurance and non-functional assurance support delivery across parallel complex projects.
• Ability to analyse multifaceted technical architectures with many components to determine and articulate non-functional risks and potential impacts of promoting new releases to live environments
• Ability to proactively develop collaborative relationships with suppliers, internal delivery teams and/or customers

It would be great to also have:

• Knowledge of NHS Digital solutions such as (but not limited to) Spine, Data Processing Services, NHS Mail, Breast Screening Services, and supplier solutions such as (but not limited to) GP systems, data provider systems
• BCS Intermediate Certificate in Software Testing, or equivalent recognised qualification and equivalent level of experience
• Recognised Management / Leadership qualification or equivalent experience
• Experience of taking the lead in gaining new technical specialism and non-functional assurance capability as new test tools and techniques become available and/or are designed
