Financial Accountant – (Inside IR35)

Contract Term: 3 Months

Contracting Authority: BDUK (DSIT)

Location: London, Manchester, Cardiff, Belfast, Darlington, Edinburgh 2 days per week

As our Financial Accountant your main responsibilities will be to;

  • Guide and advise Finance and non-Finance Teams on complex or contentious financial matters such as compliance with applicable accounting standards.
  • Assist with month-end ledger closure processes, preparation of statutory accounts/ financial statements, consolidations and publication, execution of internal and external audits, within agreed timescales.
  • Support the completion of fiscal events activities (such as budgets, spending review, main estimates/ spring statements and supplementary estimates)
  • Manage day to day operations for grants, contract and cash management, purchasing and payment, receivables, sub-ledger reconciliations, bank administration and systems management in conjunction with the Finance Shared Business Services provider(s)
  • Gather and monitor financial data, make sound and balanced judgements/ recommendations, to support decision making and accurate reporting.
  • Preparation of VAT and other tax return workings, and associated reconciliations
  •  Balance sheet and control accounts reconciliation and clearing
  • Lead on the implementation of audit recommendations, analytical reviews, internal control improvements, and development of financial systems and processes.
  • Drive continuous improvement within area of responsibility, pro-active in anticipating issues and assessing and developing options for solutions, thinking through the implications including identifying and assessing risks and opportunities.
  • Respond to commissions and ad hoc data request e.g. FOI; NAO/ audit; Parliamentary Questions; Ministerial Commissions
  • Attend briefings with senior officials on financial issues, provide advice and guidance tailored to more senior levels and demonstrating political awareness, contribute to developmental activity e.g. policy/ strategy initiatives, programme delivery and wider Government agenda
  • Train finance and non-finance staff to aid their understanding and ability to interpret financial data and maximise the use of the financial systems.

Essential

  • Studying for or hold an Accountancy qualification (CCAB or equivalent)
  • Have experience of developing, maintaining and running financial accounting systems and computerised accounting systems.
  • Have a high degree of administrative or professional acumen and accounting experience, with comprehensive and demonstratable knowledge of end-to-end accounting processes and public sector accounting requirements including training of non-finance staff.
  • Shown flexibility to cope in constantly changing environment, with the ability to absorb new information rapidly and delivering priorities within strict timelines and make sound and balanced judgements.
  • Have implemented significant audit recommendations that has improved systems controls, processing integrity, security, prevention of fraud, segregation of responsibilities and/ or auditor’s confidence.
  • Well developed planning and analytical skills linked to strong interpersonal, consultative and negotiating skills, with experience of interpreting.
  • accounting standards in recording financial transactions and preparing financial statements, with track-record of attention to details.
  • Have confidence to build and sustain strong relationships with internal and external stakeholders, coupled with highly effective personal and communication skills both written and oral, including political awareness in terms of thinking through the impact of data and information when formulating proposals for senior management
  • Highly proficient in Microsoft Office 365 Excel, Word and Powerpoint
