Head of Operational Delivery - Inside IR35

Job Purpose:

The Infrastructure Grants (IG) team is part of the Investments Directorate. It provides grant funding to public and private sector delivery partners. It originates activity and works closely with the other frontline teams across the Agency to provide joint funding solutions in priority places and/or with key delivery partners.  It is responsible for commissioning due diligence work and securing approvals as well as managing and monitoring the performance of delivery partners to whom grant funding is provided.

The IG is supported by a separate function, Delivery Enabling Services (DES), which is part of the Chief Operating Officer (COO) Directorate. It provides the operational framework for delivery to enable senior responsible officers (SROs) and budget holders to take accountability for delivery. As part of this, it provides timely and effective strategic and operational delivery support across a number of supply-side housing programmes, including those delivered by the IG.

The IG is responsible for managing grant funding to Local Authorities through one of the Agency’s highest profile funds – the Housing Infrastructure Fund (HIF).

As Head of Operational Delivery your main responsibilities will be:  

• To support senior staff in the management and monitoring of project and related operational delivery activity, utilising in-house systems and procedures to allow progress on individual projects and the overall programme to be captured and monitored.
• To oversee data accuracy for the fund, ensuring that relevant project and related operational delivery activity is accurately recorded within the Agency’s project systems, so that robust and consistent programme reporting can be undertaken.
• To ensure the provision of up-to-date, accurate and relevant information on individual projects and related operational delivery activity is available for regular and ad hoc reporting to relevant internal and external committees.
• To act as a lead contact for colleagues in the HIF Project Management team supporting their role in the management and monitoring of all operational delivery activity activities.
• To attend and support key internal HIF meetings to aid with the collation of operational delivery insight required for the management of the fund.
• To ensure that the management and monitoring of all operational delivery activity is undertaken with reference and adherence to relevant business processes, providing support and guidance where necessary.
• To respond to specific queries with regards to operational delivery activity from within the HIF team, other Homes England colleagues and cross-Whitehall stakeholders, including DLUHC, HMT and the IPA.

You’ll have:

• Experience in working as part of multi-disciplinary teams providing operational delivery services.
• Familiarity with operational delivery activities in a similar environment
• Demonstrable knowledge and experience in delivering similar services for government funded housing programmes.
• Degree level qualification or equivalent experience
• Extensive experience in stakeholder engagement/ managing key stakeholders.
• Confident communicator
