Contract Manager – (Inside IR35)

Contract Term: 3 Months (Likely extension) to start in April 2024

Contracting Authority: Department for Digital, Culture Media & Sport

Location: London or Manchester 2 days per week

As our Contract Manager your main responsibilities will be to;

  • Support the development of contract management methodology and processes and continually update based on lessons learnt from each contract.
  • Support the refinement of contract documentation.
  • Work closely with the Senior Contracts Manager, Procurement and Evaluation Manager as the procurement concludes to facilitate a smooth hand over of the
  • contract
  • Act as the day to day contact for suppliers, working closely with the Local Authority, other parts of BDUK Commercial (including Commercial Finance and
  • State Aid SMEs) and BDUK programme teams
  • Manage, or support as required, all compliance and approvals gates associated with a contract.
  • Mobilise contracts and establish and run regular contract management meetings with the Supplier and other key stakeholders to review performance against
  • the contract
  • Manage timely and accurate reporting with associated KPIs.
  • Manage delivery against contract milestone including review of Supplier plans, outputs and associated approval/rejection and payment.
  • Manage Authority Obligations and delivery against them through either BDUK or Local Authority partners.
  • Report, track and manage the resolution of delivery risks and issues against the contract, escalating where necessary.

  • Feed into programme / portfolio level reporting on overall progress and performance against targets
  • Apply performance management mechanisms such as default, liquidated damages, service credits, dispute resolution and termination.

Essential

  • Knowledge and experience of EU / PCR procurement procedures and regulations
  • Supplier management and market engagement
  • Proven track record in managing multiple and/or complex contracts.
  • An awareness/understanding of State aid regulations / grant processes and constraints.
  • CTC or SC Cleared for London

Desirable

  • Telecoms marketplace and competition regulations – awareness of fibre and other telco market technologies
  • Government Commercial standards and best practice in ensuring value for money through contracts.
  • Local authority structure, functions, pressures and delivery capability
  • Competitive grant processes
  • Regulated markets and regulator activities
