Commercial Lead - (Inside IR35)

Contract Term:           6 Months

Contracting Authority: The Foreign, Commonwealth & Development Office

Location: Hybrid – Max of 3 days per week in either East Kilbride or London

 

The Foreign & Commonwealth Office (FCO) and the Department for International Development (DfID) merged on 1 September 2020 to form the Foreign, Commonwealth & Development Office (FCDO).

FCDO is looking to appoint an experienced Commercial Lead.  The role holder will lead a portfolio of complex procurements.  Through the deployment of best-in-class procurement and commercial assurance across FCDO global estate.

 

The role requires an inspiring individual who has in-depth understanding and experience of delivering end to end procurements in compliance with regulations in a global setting whilst navigating complex industries and market trends, as well as, driving supply chain excellence across the procurement/ commercial life cycle.

 

Additionally, the role will assist with the development of procurement/ contract strategies, pipeline activity for the area of responsibility, supporting the development and delivery of complex and novel commercial projects.

 

Significant engagement with FCDO stakeholders will be required that include Regional Platform, Procurement Hubs, Policy, Directors, Specialist Representative Organisation, and Supply Chains to ensure that commercials service offering is translated into outcomes that is aligned to wider government and FCDO targets.

As a Commercial Lead - (Inside IR35) your main responsibilities will be: 

  • Provide guidance to internal stakeholders on commercial strategies and route to market, maintain procurement ethics, in accordance with FCDO and wider Government policies.
  • Deliver complex procurements through conducting high quality tenders in accordance with the selected route to market, taking cognisance of procurement legislation, Government policy and guidance, such as the sourcing and construction playbooks, Procurement Policy Notes and departmental policies and guidance.
  • Develop commercial relationships with suppliers, with a principal objective of achieving optimal cost and performance, as well as, improving sustainability and social responsibility. 
  • Evaluate supplier core competencies and competitive positioning using industry cost models and bench-marking analysis.
  • Deliver annually agreed savings target for the estates category portfolio through performance management of Commercial Estates teams, suppliers and working collaboratively with stakeholders.
  • Strong Contract drafting and management knowledge across some of the major standard forms of contract in use, predominantly the NEC4 suite of contracts (may include FIDIC, AIA, JCT) and understanding of CCS frameworks.
  • Responsibility as part of the Estates Commercial team for staff development, mentoring & support. Ensuring all mandatory and role specific training is undertaken. Line management duties may be required.
  • You will be the trusted advisor in sourcing and commercial initiatives to both, stakeholders, and your team members, ensuring compliance to the appropriate processes and operating procedures.
  • You will develop and manage key sourcing activities to meet project goals while minimising risk and ensuring Total Cost of Ownership (TCO) to ensure value for money and successful outcomes are delivered for the FCDO.
  • Contribute to the development and commercial cases of Outline and Full Business Cases & Procurement/ Contract Strategies (OBC & FBC) and to additional governance paperwork preparation where applicable.
  • Travel within UK and internationally may be required to meet and work with stakeholders and their teams.
  • Support the development of sub-category strategies through the category management cycle from understanding the FCDO’s starting point in terms of spend, suppliers and estate portfolio through to developing options appraisals and mobilising sourcing projects in collaboration with Key stakeholders across FCDO Global Estate
  • The resilience to manage multiple projects concurrently, with the ability to research, benchmark, scope, design, implement and evaluate project delivery to tight deadlines.
  • A proactive approach and a focus on continuous improvement of self and service, with an appetite to work with others to simplify processes and improve efficiency.
  • Strong commercial acumen with experience procuring complex works, goods and services in compliance with the Procurement Contracts Regulations with a thorough working knowledge of applicable EU and UK procurement legislation and contracts using the NEC suite of contract forms.
  • Experience operating in a matrix environment with the ability and skills to build successful relationships, enabling engagement with multiple stakeholders and the ability to constructively challenge decision making based on objective argument founded in fact and analysis.
  • Excellent communication skills, while being aware of political insight and sensitivity.
  • You will be a team player who leads by example, operating with kindness and respect.
