As a Head of Financial Reporting and Accounts, you will: 

·       Lead the annual planning process, working with Strategy colleagues and Finance Business Partners to ensure a single coherent approach to standard setting, business planning and budget setting

·       Oversee the preparation of monthly management accounts and leading the quarterly forecasting exercises, liaising with the Finance Business Partners in challenging the business

·       Direct the development and management of an appropriate financial delegation and control framework, working with others to ensure consistent and rigorous deployment across Land Registry

·       Take responsibility for the production of high quality, compliant Annual financial statements and Whole of Government Accounts and other government returns

·       Lead responsibility for all aspects of the General Ledger, including chart of accounts, banking, VAT, Fixed Asset register, reconciliations

·       Advising on issues relating to the application of the FREM, IFRS and MPM (Managing Public Money)

·       Ensure appropriate tax policies and controls are in place

·       Drive forward changes in response to our CIPFA Financial Management review, with a particular focus on improving financial awareness and capability across the business

·       Support the implementation of a new integrated HR and Finance system for Land Registry

 

As a Head of Financial Reporting and Accounts you will be accountable for:

Accountable for:

·       Leading and managing two functional sub-teams, ensuring they work effectively with internal and external stakeholders

·       Providing accurate, relevant and timely information which meets decision making needs

·       Developing positive relationships with a wide range of Finance and business colleagues, including members of the Board

 

 

You’ll have:

·       Fully qualified CCAB accountant (or internationally recognised equivalent) and member of a CCAB accountancy body

·       Recent hands-on experience of financial accounts closedown and production

·       Experience across a range of roles including financial accounting, financial management and reporting

·       Track record of consistently delivering high quality outputs to tight deadlines

·       Substantial experience of leading and managing teams

·       High levels of personal resilience, remaining calm under pressure with the ability to think and act strategically, developing practical and innovative solutions, and driving these forward

·       Ability to work flexibly and manage tasks effectively according to priority

·       Ability to quickly develop, nurture and maintain strong working relationships with internal and external stakeholders

·       Strong written and verbal communication skills, including evidence of analysing and presenting financial information to non-financial decision makers

·       Excellent Excel skills and working knowledge of accounting software

 

It would be great to also have:

·       Working knowledge of government finance

·       Preparation of annual accounts in the public sector, including working with the National Audit Office throughout the audit process

·       A good understanding of ERP (Enterprise Resource Planning) systems and their application to meet management information requirements developed in a financial accounting and reporting context
