We are currently recruiting for a Senior Commercial Policy Manager role for The Ministry of Housing, Communities and Local Government (MHCLG), for a 7-month contract based remotely

As Senior Commercial Policy Manager, you will: 

• Lead and be accountable for the development and implementation of policy to deliver strategic and commercial objectives, ensuring consistency in interpretation of policy.
• Lead the development of new approaches and contractual mechanisms to address specific, complex commercial issues in individual franchise competitions, and work with legal advisors to develop contract drafting to reflect these approaches.
• Develop and present commercial proposals. Advise on relevant policy, commercial and contractual issues.
• Lead and be accountable for major projects to address complex commercial policy/strategy issues. Influence policy developed by others parts of the Department so that impacts of other policy decisions are taken into account by policymakers.
• Be a key industry influencer through accountability for the development and management of a network of a wide body of stakeholder relationships both within and beyond the industry and influence senior stakeholders to achieve positive commercial outcomes.
• Provide direction to teams to support the implementation of policies in individual franchises, and work with and direct internal and external legal advisors to ensure that contract documents reflect these approaches.
• Develop and implement a fully transparent approach in policy development and once developed are published to improve public and industry understanding of our policy position.
• Protect and promote long term value.
  
  

You’ll have:

• Options analysis and be able to develop details around a variety on financing models.
• Experience of working with financial markets and HMT
• Input into legislation and bill
• Comms/engagement – engage with leaseholders, financial sector and trade orgs to enable policy co-design and develop substantive and supportive relationships.
• Legal drafting – update BS Bill to include agreed funding solution and revise BS Charge
• Analytics – link between PWC, GAD, data insights and policy teams to provide support to make informed policy..

It would be great to also have:

• Financial Modelling Experience
• CTC disclosure
• Strategic outlook
