Senior Procurement Manager (Inside IR35)

Contract Term: 12 Months

Contracting Authority:  Department for Work and Pensions (DWP)

Location: Hybrid 2 days a week in any Hub in the UK

Newcastle, Cardiff, Leeds, Sheffield, Manchester, Birmingham, Blackpool, Glasgow

Several of the Department’s estates contracts are due to be re-let in the next three years. Primarily working on the re-procurement of our Workplace Services contracts, the post-holder will be required to support the implementation of end-to-end procurement activities, processes and commercial solutions to deliver Workplace Services to DWP. The role will also involve supplier engagement and market analysis, developing, designing, and updating a number of estates category strategies and engaging with a wide range of cross functional and complex stakeholder groups, including senior stakeholders, to develop, appraise and recommend commercial solutions.

 

The post-holder will be part of the team procuring the Security Guarding contract, which has a value of ~£1.3bn. They will join the team close to the point of bid submission and will be involved in the evaluation and moderation process, followed by governance and contract award, and mobilisation of a major strategic government contract.

 

As a Senior Procurement Manager your main responsibilities would be: 

  • Contribute to the creation and delivery of market-leading category strategy which manages and develops supply markets to meet current and future Departmental needs.
  • Act as a source of expert market knowledge, insight and advice to policy and operational teams in category area. Work with them to understand requirements and develop commercial strategies aligned to policy objectives, suppliers and supply markets.
  • Motivate and work alongside a professional commercial team to deliver corporate outcomes and to ensure continuous improvement.
  • Contribute to developing Workplace strategies to identify optimal delivery solutions, identification and delivery of savings initiatives and innovation opportunities.
  • Work on and support procurement activities that conform to Departmental procurement procedures and which comply fully with PCR 2015, Departmental commercial policy, and assurance processes.
  • Work alongside team members on policies, procedures, practices and techniques, using your knowledge and skills to deliver work in an effective and efficient manner.
  • Contribute to project scrutiny and approval boards as required.
  • Represent the Commercial team at management meetings and in Crown Commercial Service and wider Government department category meetings.
  • Develop and deliver procurement savings plans for specific categories in collaboration with the customer.
  • Experienced in selecting and implementing appropriate commercial models to achieve Departmental strategy and goals and encourage supportive supplier behaviour.
  • Effectively influence customers across the network to deliver value for money, achieving savings targets and sustainable outcomes in the procurement of works, goods and services.
  • Provide expert advice on commercial risk management and deliver mitigation plans / strategies to manage identified risks at corporate level. 

 

You’ll have relevant experience in:

 

  • Evidence of the design and delivery of end-to-end strategic commercial strategies.
  • Evidence of taking a strategic lead on securing value for money in a complex commercial environment.
  • Experience of analysing complex information to make informed strategic commercial decisions.
  • Evidence of influencing key senior stakeholders towards commercial solutions which balance optimal commercial performance with delivering business strategy.

 

Desirables:

 

  • CIPS/IACCM desirable but not essential.
  • An understanding of public services procurement and associated supplier markets.
  • Experience in central Government.
  • Familiarity with Sourcing Playbook and complex governance processes.
  • Experience in procurement of Workplace/FM or building related services
