As Procurement Manager, you will: 

  • Identify high level service requirements, leading the Make vs Buy assessment; selecting the route to market, evaluation criteria, KPIs and other key contractual terms
  • Lead engagement with potential suppliers of the services in advance of commencement of procurement to understand their appetite and stimulate the market, working closely with Market Development Manager and Contract & Supplier Manager
  • Work with Operational teams and current Contract & Supplier Manager to document detailed service requirements, evaluation criteria and KPIs
  • Draft framework call off orders, OJEU notices, ITT documents, pricing templates and draft T&Cs, working closely with the legal team
  • Lead evaluation activities, including briefing evaluation team members, leading moderation processes, generating and documenting the evaluation outcomes and recommending supplier selection decisions to the CCO and other key stakeholders
  • Lead end to end management of procurement activities, documenting and retaining a clear audit trail of all tender process decisions
  • Work with Legal team to draft and agree commercial contracts with third parties with T&C’s and performance regimes that deliver the goals of the programme

You’ll have:

  • Experience in a similar role
  • Strong project management skills
  • The ability to document requirements and recommendations clearly and succinctly
  • Experience and understanding of good government commercial practices

It would be great to also have:

 

  • Knowledge of procurement regulations and routes to market highly
