SC Cleared Contract Manager (inside IR35)

As a Contract Manager you will: 

• Support the implementation of Contract Management processes, tool kit, reporting and assurance activities on all contracts matters for the DCMS commercial team working in conjunction with the DCMS Contract Management Lead and Commercial Business Partners across all Business Areas including assurance of commercial processes, procedures, guidance and templates. Promote lessons learned and support and advise Business Partners in improving procurement;
• Report direct to the Head of Commercial Assurance and Governance and, on some occasions, the Commercial Director as required both internally and externally;
  
  
• Support the Head of Commercial Assurance and Governance in providing commercial assurance to the Commercial Director, Director of Finance & Commercial and the Accounting Officer as a key adviser;
  
  
• Engage and influence stakeholders across the department and wider NDPB community so that they support the commercial and contract management strategies and visibly commit to its successful implementation;
• Provide professional contract and commercial advice and assist the Head of Commercial Assurance and Governance to provide a framework that supports and enables the Departments Contract Managers to ensure the department meets any and all central government requirements, achieve best value and effectively manage risk for third-party goods and services;
• Support the Head of Commercial Assurance and Governance in developing contract management and commercial capability within the department through implementation of commercial reform, contract and commercial training;
• Support the implementation of commercial reform in DCMS including representing DCMS through engagement with the Government Commercial Community where appropriate;
• Lead risk mitigation planning to ensure risks are appropriately managed, mitigated or escalated.

You’ll have:

• Active SC Clearance

• Sound knowledge of Government Commercial and Procurement policies and procedures, including EU Directives;

• Demonstrable track record as a Contract Manager in delivering NEC Contracts across a range of projects ideally with a focus on FM and related work categories;

• Good practical knowledge and understanding of the NEC4 Term Services Contract and the role of the Service Manager
  
  
• Practical experience of contract management, including supplier relationship development, performance management, negotiation, reporting and recommendation writing and, working in a corporate environment subject to public procurement law;

• Experience in applying governance and assurance processes and providing assurance to contracts and other commercial matters;

• Be a proficient commercial and contract management professional with relevant applied and/or theoretical knowledge, in management processes, development and implementation, category management, strategic sourcing, supplier relationship development and performance management, specification, report and recommendation writing;
