Lead Property Manager – Inside IR35 - Nuclear

We are currently recruiting for a Lead Property Manager.

 

As the Lead Property Manager, you will be: 

Responsible for the provision and delivery of efficient and effective property and facilities management solutions to high safety, security and environmental standards and the management of associated projects.

Scope of job

Lead the development and delivery of RWM’s Property Strategy and supporting work programme;

Procure all RWM property requirements promptly and efficiently working closely with NDA as appropriate;

Lead the delivery of effective facilities management arrangements in support of agile and flexible working;

Manage and develop the Property Management team

Duties & Key Responsibilities

Lead the development and delivery of RWM’s Property Strategy and supporting work programme

Determine RWM’s medium to long term property needs in consultation with RWM’s senior leadership team and develop an overarching property strategy for approval by the RWM Board.

Engage with the NDA Group Properties Team to ensure that the RWM Property Strategy is consistent and integrated with the NDA Group Property Strategy.

Working in partnership with the NDA Group Properties Team develop business cases and accompanying work programmes as appropriate in order to secure necessary sanction approvals.

Establish projects in support of programme delivery with appropriate in-house and supply chain resource and oversee delivery.

Ensure arrangements are in place to ensure the optimal use of available office space, and the reasonable expectations of the business with respect to an agile and flexible workspace that supports collaborative working.

Ensure that RWM’s future property-related procurement requirements are identified at the earliest opportunity and captured on the procurement pipeline.

Working with Commercial develop suitable procurement strategies, secure appropriate sanction approvals and initiate procurement activity on a timely basis.

Oversee contract management and ensure effective supply chain delivery.

Lead the delivery of effective facilities management arrangements in support of agile and flexible working

Ensuring the effective contract management and delivery as client of fully managed facilities management services

Overseeing the development and implementation of a reactive maintenance and preventative maintenance programme. Ensuring planned maintenance visits and statutory testing is in place

Monitoring project delivery including small works (projects up to £50k including minor refurbs)

Oversee the development and control of budgets for planned, reactive and minor works expenditure

Oversea the process for agreeing rates and service level agreements with all contractors

Managing the in-house system from work being logged through to sign-off of work completed

Providing the correct resources within budget, and creating an environment of customer service

 

Manage and develop the Property Management team

  • Lead and manage team
  • Recruitment and selection of competent staff
  • Performance Management, including measurement and improvement of self and team, goal and priority setting
  • Co-ordinate development plans for individuals and team
  • Absence and Welfare Management
  • Budget and Procurement Management
  • Risk Management

 

Qualifications & Skills

 

  • Strong and demonstrable communication and people skills
  • Degree qualified and/or 10+ years’ experience of managing similar deliverables, preferably in the public sector
  • Relevant professional qualifications and professional membership in either property or facilities management commensurate with the experience requested
  • IOSH/NEBOSH qualified, with experience of performing in a CDM co-ordinator role desirable
  • Experience of delivering projects and programme management in complex, technical and highly regulated environments, and proven track record of managing and engaging effectively with stakeholders in such environments against the full project life cycle, including quality assurance and financial planning and management
  • Visible leadership - able to lead through engaging, motivating, coaching and empowering others.
  • Collaboration - able to establish and develop collaborative relationships with internal and external stakeholders, bringing people together to benefit projects or programme.
  • Working with ambiguity - able to build consensus and set direction in uncertain situations and apply knowledge and techniques to reduce ambiguity.
  • Conflict resolution – able to recognise, anticipate and effectively deal with existing or potential conflicts or disconnects at individual, team or strategic levels.
  • Communication - demonstrably strong oral and written communication skills, including the ability to communicate effectively with a wide range of stakeholders, both internal and external to the organisation, and at all levels of seniority.
  • A strong track record in programmatic change delivery leadership and delivery
  • Clear and confident written and verbal presentation skills, able to convey messages to a variety of audiences
