Commercial Lead (Construction/NEC)

Inside IR35

Contract Term: 10 months

Contracting Authority: DEFRA / Defra Group Commercial (DGC)

Location: Hybrid (3 days in a Nationwide DEFRA office, London preferred)

The role:

Defra Group Commercial (DGC) is part of Defra, the central Government Department responsible for growing the rural economy; improving the environment; and safeguarding animal and plant health. DGC is responsible for providing a commercial service to organisations within the Defra Network.

  • This post requires the post-holder to assist customers to deliver value effectively and innovatively so that the customer organisation outcomes and objectives can be met alongside the fulfilment of key corporate targets, such as achieving Net Zero by 2030.
  • The post-holder will be required to award and monitor a range of value and risk contracts in accordance with Defra’s commercial policies and procedures. They will be expected to deliver propriety and value for money across the commercial life cycle.
  • It includes the provision of expert commercial, procurement advice to the business on commercial issues and governance and to provide operational support to the team.


As a Commercial Lead your main responsibilities will be: 

  • The provision of day to day advice on commercial issues and governance, taking full account of commercial risks, exploiting commercial opportunities and maximising value for money and savings.

The delivery of more complex procurements, including:

  • Prepare initial sourcing strategies, and contribute to business plans
  • Preparing tender documents in collaboration with customers, and sometimes delivery partners
  • Preparing recommendations for tender outcome
  • Preparing contract management documentation in collaboration with stakeholders
  • The use of leading practice commercial tools to develop and implement our commercial strategies

The management of more complex contracts including:

  • Acceptance/signing of the contract including the clarification and resolution of assumptions before signing
  • Engaging and training any customer stakeholders in the contract content, risk assumptions and KPIs
  • Preparing initial documentation such as commercial risk register, report requirements, innovation report, and advice to supplier on invoice submission etc.
  • The establishment and maintenance of excellent relationships within customer organisations and wider government with key stakeholders, raising the profile of commercial activity.
  • The use of commercial and contract management IT systems and applications

You’ll also:

  • Share experience and knowledge with team members on policies, procedures, practices and techniques equipping them with the knowledge and skills to deliver their work in an effective and efficient manner.
  • Contribute to project scrutiny and governance boards as required.
    Represent the Commercial Team at various project and Hub meetings, acting as a trusted advisor to the business.


You’ll have relevant experience in:

  • Having lead commercial engagement on Infrastructure related projects. This will involve leading commercial and procurement strategy, employing policy from the Construction Playbook, seeking best practice techniques by utilising your network from within Government and other areas of the Infrastructure Sector to deliver best value.
  • Experience providing expert advice on commercial risk management and deliver mitigation plans / strategies to manage identified risks at project level.
  • Be able to effectively influence customers across the network to deliver value for money, achieving savings targets and sustainable outcomes.
  • Leading by example in our approach to sustainability and communicating its importance, influencing others to improve their approach.
  • Ensure sustainability is considered throughout our work and is the responsibility of all.
  • Experience in PCR
  • Supply chain experience / awareness
  • NEC experience and high value projects experience.
